About VAPCODE

Founding Team Community Outreach Training Session

Voluntary Action Plan for Rural Community Development (VAPCODE) was founded on Monday 11th October 1999. The idea was brought on board by Amiri Mudde after working with TASO Entebbe as CAC member. He found communities in Busimbi and neighboring areas suffering from PIDs (Poverty, Ignorance, Disease), mostly HIV/AIDS. VAPCODE was registered under Ministry of Internal Affairs No. S.5914/3065 and later incorporated as a company limited by guarantee (Reg. 55936) on 17th November 2002.

Our History & Milestones

1999: Poverty Alleviation Project (PAP) under Office of Prime Minister – data collection and evaluation.
2001: Rural Microfinance Support Center evaluation in Mubende district.
2003: Received 43,000,000 UGX from USAID for HIV/AIDS support project promoting GIPA/MIPA approach.
2005: Japan Government Civil Society Capacity Assessment in Mubende.
2008: Solid waste management pilot project in Entebbe Town.
2010-2017: Linkages on democracy, transparency in UPE schools, and partnerships with Community Fund.
2021-2023: YEHI Project with AIDE-Ug in Mukono – youth economic support and SRHR activities.

Financial Empowerment Track Record

We have extensive experience in groups, associations, farmers groups, cooperatives, SACCOs formation and management. Our training covers: self-selection of members, leadership election, constitution making, group registration, bookkeeping, business identification, savings mobilization, and loan management processes.

Our Strategic Programs

VAPCODE implements integrated community development through four thematic pillars based on our 5-year strategic plan.

Programs Banner

Agriculture, Environment & Economic Development

Support 15,000 farmers with agronomy, climate-smart agriculture, renewable energy (biogas, solar, briquettes), land rights advocacy, and affordable microfinance. We form farmer cooperatives, support apiary, fishing farming, and value addition chains.

Affordable Microfinance Services

Increasing access to affordable financial services to 15,000 adults, youths and children. Regular trainings in financial literacy, entrepreneurship, and business management. Participants linked to SACCOs to access affordable financial services.

Health (WASH, HIV/AIDS, SRHR)

HIV prevention, testing & care (95-95-95 strategy), menstrual hygiene management, mental health psychosocial support, construction of piped gravity water schemes, and sanitation facilities.

Education & OVC Support

Vocational training center, child sponsorship for 1,000 vulnerable children (70% girls), scholastic materials, school feeding, sports academy, and renovation of classroom blocks.

Democratic Governance & Human Rights

Refugee support programs (food security, SRHR, WASH), SGBV prevention and response, peace building, emergency relief, land rights advocacy.

Land Governance & Financial Security

Empowering rural communities, especially women farmers, to own land for production. Awareness campaigns in land rights, community land rights bazaars, radio talk shows.

Youth Enterprise and Health Initiative (YEHI) 2021-2023: In partnership with AIDE-Ug, we implemented a project in Goma and Mukono Central divisions, empowering youths in slum areas with economic support and SRHR activities.

Strategic Goal: To improve Social and economic welfare of the youths, women, and children through investing in them with Knowledge, Skills, Financial services, humanitarian Material support and advocacy.

  • Improve well-being of 15,000 adults, youths and children through livelihood programs by 2027.
  • Improve access to health services among 15,000 people by 2027.
  • Improve knowledge and hands-on skills in vocational education.
  • Increase climate change mitigation and adaptation practices.
  • Participate in coping programs for refugee and host communities.
  • Promote prevention and response to Sexual and Gender Based Violence.
  • Enhance organizational good governance, management, and financial systems.

Financial Sustainability & Resource Mobilization

VAPCODE will increase organizational financial resources by at least 50% each year. Develop a resource mobilization strategy, establish partnerships, submit at least 2 proposals per month, and invest in local income-generating activities.

Annual budget target: 3 Billion UGX

Programmatic Targets (2024-2028)

Agriculture: 15,000 farmers trained, 2 new cooperatives, seed multiplication center.
Microfinance & SACCOs: Strengthen 30 existing SACCOs, form 10 new VSLAs, financial literacy for 15,000 members.
WASH: 3 piped gravity water schemes, 80 household water systems.
Vocational Education: 1 community vocational training center, 500 youth with startup kits, 1,000 children sponsored.
Refugee Support: 10,000 refugees supported.
Health: 50 HIV testing outreaches, 4 youth-friendly corners.
Budget Framework: Total 5-year budget approximately 15 Billion UGX (annual average 3 Billion UGX). We aim to serve 15,000 direct beneficiaries and strengthen 50 community groups.
